It doesn't matter if a beginner of English language has poor level in that language, it is too natural for a non-English native speaker to be like that, and it will be surprising if you are the other way round. From my personal experience with language learning, I believe it is possible for a non-English speaking person, say a Chinese person to acquire a rather good command of English in both written and oral fields without actually being in US or Britain. The key is to go in for it with all your ability and time devoted to it, somehow creating a mini-environment in which you read, write, hear and speak English all the time. And there is no short-cut on this path towards success in English study.
